Establishes the "First Informer Broadcasters Act" allowing radio and television broadcasters licensed by the FCC to develop coordinated emergency response plans with state emergency management agencies, police chiefs associations, sheriffs associations, and broadcasters associations.

Authorizes statewide broadcaster organizations to establish training and certification programs for broadcast engineers, technical personnel, and news gathering personnel as "first informer broadcasters" with statewide recognized credentials.

Requires training programs to cover restoring and repairing broadcaster facilities and equipment during emergencies, coordinating between news personnel and government agencies for information dissemination, and ensuring personal safety of certified broadcasters.

Directs state and local government agencies to allow certified first informer broadcasters access to emergency or disaster areas to repair critical broadcasting equipment, transport fuel for generators, and gather news and public safety information.
