Repeals and replaces section 167.131 of Missouri Revised Statutes regarding student transfers between school districts

School districts without accredited schools must pay tuition and provide transportation for resident students attending accredited schools in the same or adjoining county

Adds exception: unaccredited districts where more than 50 percent of schools score at provisional accreditation level or higher are exempt from transfer requirements, even if the state board has not officially changed the district's classification

Tuition charged is based on per-pupil cost of maintaining the grade level grouping at the receiving school, calculated by dividing maintenance costs by average daily pupil attendance

Disputes over tuition amounts are resolved by the state board of education with final decision authority
