Department of Social Services shall seek a federal waiver to require photo identification on food stamp electronic benefit cards for continued program eligibility in Missouri.

Upon federal approval, all electronic benefit cards distributed to food stamp recipients must have a photograph imprinted and expire after three years with renewal required; cards cannot be used if the photograph does not match the person presenting it.

Financial institutions, businesses, and vendors receiving information from the department are prohibited from using, selling, or disclosing that information without a court order; violation is a Class A misdemeanor.

Department must promulgate rules ensuring compliance with federal law while accounting for individuals with special needs and allowing authorized household representatives to access benefits as necessary.

Electronic benefits and eligibility verification for multiple programs (TANF, WIC, EPSDT, food stamps, SSI, Medicaid, child support) shall be consolidated on one card with functions that can be enabled as needed.
