Creates new section 208.247 to allow individuals convicted of drug-related felonies to become eligible for SNAP benefits if they meet at least one of six conditions.

Eligibility conditions include: actively participating in approved substance abuse treatment, on a waiting list for treatment, completed treatment, complying with court/probation obligations, demonstrating sobriety through voluntary urinalysis, or having four or more years passed since conviction.

Requires applicants to provide documentary or other evidence satisfactory to the Department of Social Services and meet all other standard program eligibility requirements.

Directs the Department of Social Services to promulgate rules in consultation with the Division of Alcohol and Drug Abuse to define criteria for treatment participation and completion.
