Repeals and replaces section 290.230 regarding prevailing wage requirements for public works projects in Missouri.

Allows workers who voluntarily agree in writing to work without pay on public works projects to be exempt from prevailing wage requirements.

Defines volunteer workers as those who receive no promise of benefit or remuneration, are not prisoners or performing court-ordered community service, and are not simultaneously employed for compensation on the same project.

Prohibits employers from forcing, compelling, or intimidating employees into performing work as unpaid volunteers that would otherwise be subject to prevailing wage requirements.

Clarifies that workers engaged in hauling materials or equipment that includes construction phases beyond mere transportation are considered directly employed on public works and subject to prevailing wage rates.
