Requires newly elected or appointed school board members and those reelected after a break in service to complete at least 16 hours of orientation and training within one year, with costs paid by the district.

Requires all incumbent board members to complete at least 6 hours of continuing education training within the first year of each additional term of office.

Requires board members in provisionally accredited districts, districts with underperforming school buildings, or districts deemed needing additional support to complete at least 12 hours of annual continuing education training, including at least 6 hours focused on improving student outcomes and academic success.

Allows only statewide associations organized for school boards or programs approved by the state board of education to provide the required training.

Establishes forfeiture of board position as the penalty for failure to comply with orientation and training requirements.
