Repeals and replaces section 317.001 of Missouri law relating to amateur mixed martial arts and kickboxing sanctioning organizations.

Establishes nine criteria that the Office of Athletics must verify before approving an amateur sanctioning organization for mixed martial arts and kickboxing, including health and safety protections equivalent to professional standards and nationally consistent competition rules.

Requires approved sanctioning organizations to be 501(c)(3) nonprofit corporations that have operated for a minimum of ten years, follow the federal Ted Stevens Amateur Olympic Sports Act, and limit participation to registered members.

Specifies that the state oversight aims to protect athlete safety, establish consistent medical standards compliant with World Anti-Doping Agency (WADA) policies, standardize officiating and medical procedures, and reduce rule inconsistencies.

Authorizes the department to promulgate rules to implement these provisions subject to chapter 536 rulemaking requirements.
