Repeals section 407.925 and enacts sections 407.923 and 407.925 relating to tobacco products.

Prohibits state agencies, departments, divisions, and political subdivisions from enforcing federal laws, regulations, or rules that penalize possession, distribution, sale, trade, traffic, or profit from cigarettes, cigars, or rolling papers by classifying them as manufacture.

Prevents enforcement of state or federal laws that increase state taxes on tobacco products without authorization from the general assembly.

Defines key terms including "rolling papers" as paper designed for wrapping loose tobacco into smokable cigarettes, "tobacco products" as substances containing tobacco leaf, and "minor" as persons under age eighteen.

Establishes definitions for distribution, proof of age, sampling, vending machines, and municipalities related to tobacco product regulation.
