Repeals and replaces sections 208.990 and 208.991 of Missouri law governing MO HealthNet eligibility requirements.

Establishes baseline eligibility criteria including Missouri residency, valid Social Security number, U.S. citizenship or qualified alien status, and pregnancy verification for pregnant women claiming eligibility.

Requires annual redetermination of all MO HealthNet participants' eligibility using electronic searches of federal, state, and commercial data sources to verify income, residency, citizenship, and identity.

Expands coverage effective January 1, 2015 to non-pregnant adults ages 19-64 with household income at or below 138% of the federal poverty level who are not otherwise eligible for mandatory coverage, receiving an alternative benefit package unless medically frail.

Establishes screening process with Department of Mental Health and Department of Health and Senior Services to identify "medically frail" individuals (those with serious mental illness, substance use disorders, serious medical conditions, or disabilities affecting daily living) who receive full coverage benefits instead of limited alternative package.
