Repeals and reenacts section 115.135 of Missouri Revised Statutes relating to voter registration requirements.

Requires voter registration applicants to present identification such as a birth certificate, Native American tribal document, proof of U.S. citizenship, valid Missouri driver's license, or other personal identification at time of registration.

Mandates that any name used for voter registration must be the applicant's legal name as it appears on a birth certificate or as legally changed through marriage or court order.

Prohibits name changes by common usage based on common law for voter registration purposes.

Maintains existing voter registration deadline of the fourth Wednesday prior to an election at 5:00 p.m. (or later closing time of the public building), with a maximum extension to 10:00 p.m. on that same date.
