Prohibits abortion providers from accepting payment until 72 hours after fulfilling all informed consent requirements and requires both the woman and provider to sign statements confirming compliance

Establishes criminal penalties of up to 10 years imprisonment and fines up to $1 million per violation, allows civil lawsuits for damages and treble damages, and mandates referral of convicted providers to professional disciplinary authorities
