Allows persons meeting chapter qualifications to apply for a license to sell intoxicating liquor by the drink on boats or vessels licensed by U.S. Coast Guard to carry 130 or more passengers for hire on navigable waters in or adjacent to Missouri.

Requires boats to have a regular place of mooring in Missouri or within 200 yards of a licensable location; license remains valid when boat leaves its mooring during operation.

Establishes a second license category for boats carrying 45-99 passengers on a specific three-county lake with defined population and classification requirements.

Sets annual license fee at $300 per year, payable to the director of revenue.
