Allows trustees in specific counties (first classification with 150,000-200,000 inhabitants, or third classification without township government with 16,000-18,000 inhabitants) to operate hospitals and health care services in adjoining counties where hospitals already exist, with consent from trustees in both counties.

Trustees may operate, maintain, and manage hospitals; make contracts for hospital use, operation, or management; engage in health care activities; and lease equipment and real property regardless of lease duration.

Repeals and replaces section 205.190 of Missouri Revised Statutes regarding county hospital trustee powers and organization.

Maintains existing requirements that trustees qualify by oath, elect officers, hold monthly meetings, maintain records, and file annual reports with county commissions.

Preserves requirements that trustees are unpaid but may receive reimbursement for actual personal expenses approved by affirmative vote of all trustees present at a board meeting.
