Requires annual written authorization from public employees before any sums are withheld from earnings for labor organization dues, agency shop fees, or other fees.

Prohibits public labor organizations from using dues or fees for political contributions or expenditures without written authorization from members or non-members obtained within the previous 12 months.

Prevents increases in dues, agency shop fees, or other fees for employees who do not authorize political contributions or expenditures.

Exempts first responders (police officers, firefighters, emergency medical technicians, registered nurses, physicians, and similar positions) from these requirements.

Submitted to voters as a referendum measure, scheduled for the primary election date in August 2014, and becomes effective only upon voter approval by majority vote.
