Requires data providers using electronic birth and death registration systems to change authentication credentials (usernames, passwords) no more than once annually instead of more frequently.

Mandates that electronic birth and death registration systems include a secure "forgot password" function allowing data providers to regain access if they cannot recall their authentication credentials.

Applies these authentication requirements to the electronic birth and death registration system under section 193.265 and any other electronic birth or death registration systems using secure login for data providers.

Adds these provisions to both the birth certificate registration requirements (section 193.085) and death certificate registration requirements (section 193.145).
