Removes Missouri Public Service Commission jurisdiction over electric transmission lines that originate and terminate in a single state other than Missouri while crossing specified Missouri counties.

Applies to counties of the third classification without township government, with 33,000-37,000 inhabitants and a city of the fourth classification county seat with 3,000-3,700 inhabitants, or with 23,000-26,000 inhabitants and a county seat with 700-800 inhabitants.

Grants the Missouri General Assembly sole jurisdiction to approve or disapprove construction of such electric transmission lines, citing preservation of health, safety, and welfare of Missouri residents.

Requires entities seeking construction of these electric facilities to petition the General Assembly for an interstate agreement or authorizing legislation.

Declares the act an emergency measure effective upon passage and approval.
