Requires private probation entities to be Missouri-registered corporations in good standing and submit their policies and procedures to the court for approval.

Mandates that all supervision personnel hired after August 28, 2014 possess a bachelor's degree or equivalent relevant professional experience.

Requires probationers to pay $30-$50 per month to the private entity, with the sentencing court able to waive or reduce payments based on factors such as employment status, student status, or dependency support obligations.

Establishes that the state and counties are not required to pay for private probation services under the new law.
