Repeal and replace section 21.110 of Missouri Revised Statutes regarding procedures for filling vacancies in the General Assembly.

Governor must issue a writ of election without delay to fill vacancies caused by resignation, death, or notice of vacancy during recess.

Governor must issue writs within 30 days when the remaining term of the vacant office is greater than one year.

All writs must require elections to be held at the next general municipal election day, primary election day, or general election day, whichever occurs earliest after the governor receives notice of the vacancy.

Governor may designate a subsequent election day if general law requirements for notice or other time limitations for holding elections necessitate the delay.
