Authorizes the Board of Nursing to enter into contracts with public institutions of higher education or nonprofit organizations to collect and analyze nursing workforce data for workforce planning purposes.

Permits the Board of Nursing to release identifying licensee data to contractors for healthcare workforce data analysis related to geographic, demographic, and practice characteristics, with contractors required to maintain confidentiality and release only aggregate information.

Establishes the "Nursing Workforce Analysis Fund" to receive fees collected under the bill, appropriated general revenue, voluntary contributions, grants, and federal funds for nursing workforce data collection and analysis expenses.

Imposes a $1 annual surcharge on each registered professional nurse and licensed practical nurse at licensure or renewal, with funds deposited into the Nursing Workforce Analysis Fund.

Prohibits transfer of the Nursing Workforce Analysis Fund balance to general revenue, ensuring funds remain dedicated to nursing workforce data collection and analysis activities.
