Repeals and replaces sections 430.225, 430.230, and 430.235 of Missouri Revised Statutes relating to hospital liens.

Requires hospitals, clinics, and other institutions to submit charges to a patient's health benefit plan within 30 days of discharge if the patient provides proof of insurance coverage.

Prohibits health carriers from denying payment based on third-party liability and bars hospitals from seeking patient payment for amounts exceeding the patient's financial obligation under the health benefit plan.

Reduces hospital liens by contracted insurance discounts or limitations that would have applied if the claim had been properly submitted to the health carrier.

Extends lien rights to health practitioners, clinics, and other institutions (not just hospitals) and limits their lien recovery to 50 percent of net proceeds when total liens exceed that threshold.
