Prohibits Missouri state government and political subdivisions from adopting or implementing policies that infringe on private property rights without due process, specifically those originating from or traceable to the United Nations' Agenda 21 (adopted 1992) or other international laws conflicting with U.S. or Missouri constitutions.

Defines "political subdivision" to include counties, incorporated and unincorporated cities, public local entities, and public-private partnerships.

Bars the state and all political subdivisions from entering agreements with, spending money on, receiving funds from, contracting services from, or providing financial aid to nongovernmental and intergovernmental organizations accredited by the United Nations to implement Agenda 21 policies.
