Repeals and replaces section 571.107 regarding concealed carry permits and endorsements in Missouri.

Establishes that carrying a concealed firearm in prohibited locations is not a criminal act but subjects violators to denial of premises, removal, and citations up to $100 for first offense, $200 fine and one-year permit suspension for second offense within six months, and $500 fine with three-year ineligibility for third offense within one year.

Clarifies that private property owners who prohibit concealed carry firearms under the law are not granted tort immunity or liability protection for enforcing such prohibitions.

Specifies that persons who consent to carrying firearms in otherwise prohibited areas are not imposed with any legal duty or liability regarding such consent in tort law or civil actions.

Maintains existing restrictions on concealed carry in 17 categories of locations including law enforcement facilities, courthouses, schools, hospitals, airports, and religious institutions, with limited exceptions for certain permit holders and employees.
