Repeals and replaces sections 389.585-389.589 and 389.591 of Missouri Revised Statutes to govern utility access to railroad rights-of-way owned or operated by land management companies.

Establishes a one-time standard crossing fee of $1,500 per crossing for utilities (plus insurance modification costs and flagging expenses) in lieu of other licensing, permit, or application fees.

Requires land management companies to notify railroads within two business days of receiving notice of a proposed crossing; railroads have 30 days to approve or reject based only on "special circumstances," with an additional 30 days for amended proposals.

Allows utilities to proceed immediately with crossing work upon railroad approval and payment of fees; permits emergency access for repairs threatening life safety with notification to railroad dispatch.

Provides for binding arbitration under American Arbitration Association rules if parties dispute whether special circumstances exist; applies to crossings commenced after August 28, 2014, and to earlier crossings upon expiration or termination of existing agreements.
