Maintains existing penalties for operating motorcycles without proper licensure and for allowing unlicensed persons to operate motorcycles, with violations ranging from misdemeanor fines to class D felony for third offenses.

Establishes helmet non-compliance as an infraction with a maximum $25 fine and prohibits court costs or point assessments for failure to wear protective headgear.
