Repeals sections 64.170 and 64.205 to remove the restriction limiting building code authority to first and second classification counties only.

Allows counties of any classification that have not adopted a building code prior to August 28, 2001, to do so only upon approval by voters in the unincorporated area affected by the proposed code.

Requires counties seeking to adopt a building code to submit the question to voters with a ballot asking "Shall [county name] have authority to create, adopt and impose a county building code?"

Exempts structures used solely for agricultural purposes in counties other than first and second classification from any building code adopted under this section.

Ensures that any county building code proposal is voted on only by voters in the unincorporated territory that would be subject to the code, excluding incorporated cities and towns.
