Repeals and reenacts sections 393.1030 and 393.1075 of Missouri law regarding renewable energy portfolios and energy efficiency investments.

Establishes renewable energy portfolio requirements for electric utilities ranging from 2% (2011-2013) to 15% (2021 and beyond), with at least 2% derived from solar energy.

Provides solar rebates for residential and small commercial solar systems up to 25 kilowatts, with payment amounts declining from $2/watt (before June 30, 2014) to $0/watt (after June 30, 2020), allowing utilities to cease rebates if maximum 1% retail rate increase is reached.

Allows an additional 1% maximum average retail rate increase to fund solar rebates under section 393.1075, with costs recovered as prudently incurred expenses if exceeded.

Establishes the Missouri Energy Efficiency Investment Act requiring the Public Service Commission to permit and oversee demand-side programs including energy efficiency measures and solar rebates, with provisions for cost recovery and customer participation options.
