Restricts deputy sheriff employment protections to full-time certified officers, excluding probationary staff and command-level personnel, while establishing a hearing process for dismissals under sections 57.015 and 57.275.

Prohibits persons publishing criminal record information from soliciting or accepting fees to remove or correct booking photographs or arrest information, with violations constituting a class A misdemeanor and subjecting violators to civil liability of at least $10,000 plus actual and punitive damages.

Allows expungement of arrest records if the arrest was based on false information with no probable cause, no charges filed, and no prior convictions, or if charges for misdemeanor traffic offenses were dismissed or resulted in acquittal for non-commercial drivers.

Prohibits judges from adopting local court rules allowing removal of pleadings or court files without notice to parties and opportunity to respond.

Requires courts with mandatory electronic filing to accept notices of attorney appearance in criminal cases filed by fax or mail if not exceeding one page, effective through December 31, 2016.
