Allows cities, towns, villages, sewer districts, and water supply districts to levy an annual fee not to exceed $3 per month or $36 per year on lateral sewer service lines serving residential properties with four or fewer dwelling units, subject to voter approval.

Fee revenue must be deposited in a special account used solely for repair or replacement of lateral sewer service lines, with up to 5% of annual fund balance allowed for administration costs.

Collectors may add the fee to general tax levy bills and collect delinquent fees in the same manner as real estate taxes.

Expands criminal background check authority to include "other political subdivisions" in addition to municipalities and counties for fingerprinting applicants and licensees in specified occupations.

Authorizes the Governor to sell a 3.22-acre parcel of state property in St. Francois County to the City of Farmington, with terms and conditions set by the Commissioner of Administration.

Clarifies library confidentiality protections to include e-books, digital resources, and third parties contracted to maintain library records, and establishes private civil remedies for privacy violations.
