Requires applicant groups to submit detailed written reports to legislative committees explaining proposed regulation, including evidence of actual harm, alternatives considered, expected costs, and public benefits.

Expands pharmacist scope of practice to include administering any vaccine on the CDC's adolescent or adult immunization schedule to persons seven years of age or older (previously limited to specific vaccines for ages twelve and older) when authorized by written physician protocol.

Establishes Division of Professional Registration within the Department of Insurance, Financial Institutions and Professional Registration, headed by a governor-appointed director with Senate confirmation.

Requires that any legislative proposal including continuing education requirements be accompanied by evidence proving such requirements are effective for the specific profession.
