Defines "alternative nicotine products" as non-combustible nicotine products intended for human consumption (chewed, absorbed, dissolved, or ingested) and "vapor products" as non-combustible products using heating elements or electronic means to produce nicotine vapor, excluding FDA-regulated drugs or devices.

Prohibits sale of tobacco products, alternative nicotine products, and vapor products to persons under 18 years of age, requiring age verification from anyone appearing to be under 18.

Establishes that alternative nicotine products and vapor products shall only be sold to persons 18 or older but shall not be taxed or regulated as tobacco products.

Requires prominent warning signs at all displays and vending machines stating it is illegal to sell, provide, or distribute these products to minors or for minors to purchase or possess them.

Applies existing penalties for violations to include alternative nicotine and vapor products, including fines for sellers ($25 for first offense, $100 for second, $250 for third), sales bans, and confiscation of products from minors caught purchasing them.
