Counties and cities (including cities not within a county) may levy a sales tax not to exceed one-quarter cent upon voter approval to fund a county youth initiative.

Revenue from the sales tax funds programs for juvenile delinquency prevention, opportunities for at-risk children and youth, and programs addressing social issues including crime, welfare dependency, drug abuse, and high school dropouts.

A nine-member board of directors appointed by the governing body administers the county youth initiative fund and may contract with public or nonprofit agencies to provide services.

Board members cannot serve on the governing body, have financial interests in, or be employed by agencies receiving funds from the initiative.

The Missouri County Youth Initiative Legislative Oversight Committee consisting of four House members and three Senate members shall conduct annual audits and submit reports to state leadership by October 1 each year.

All provisions terminate on August 28, 2024 unless reauthorized by the general assembly.
