Prohibits TANF recipients from using electronic benefit transfer cards at liquor stores, casinos, gambling establishments, adult entertainment venues, or for items primarily marketed to adults or not in the best interests of the child or household.

Requires TANF recipients who violate purchasing restrictions to reimburse the Department of Social Services for prohibited purchases.

Imposes penalties on store owners and proprietors who knowingly accept TANF cards in violation of restrictions: up to $500 for first offense, $500-$1,000 for second offense, and minimum $1,000 for third or subsequent offenses.

Redefines "liquor store" as any retail establishment where at least 85 percent of merchandise sold is intoxicating liquor, excluding grocery stores that sell both liquor and staple foods.

Excludes grocery stores and establishments where casino or gambling activities are incidental to the principal business purpose from the restrictions on casinos and gambling establishments.
