Repeals and replaces sections 208.990 and 208.991 of Missouri law governing MO HealthNet eligibility requirements effective January 1, 2014.

Establishes baseline eligibility criteria requiring Missouri residency, valid Social Security number, U.S. citizenship or qualified alien status, and pregnancy verification where applicable.

Implements annual redetermination of MO HealthNet participants' eligibility using electronic searches of federal, state, and commercial data sources to verify income, residency, and citizenship.

Expands coverage effective January 1, 2015 to non-pregnant adults ages 19-64 with household income at or below 138% of federal poverty level who are not otherwise eligible for mandatory coverage or Medicare.

Requires adults eligible under the expansion to receive alternative minimum benefits, except those classified as "medically frail" who receive full coverage; directs department to establish screening process with mental health and health departments for medically frail determinations.
