Requires Missouri higher education institutions receiving state funds to classify individuals as Missouri residents for tuition, fees, and admission purposes if they meet five conditions: resided with a parent/guardian or were emancipated while attending Missouri high school, graduated from a Missouri high school or received equivalent diploma, attended Missouri schools for at least two years before graduation, entered the United States before enactment, and (if not a citizen/permanent resident) provide an affidavit committing to apply for permanent residency at the earliest eligibility.

Prohibits Missouri higher education institutions receiving state funds from denying admission to students solely based on immigration status if they satisfy the bill's requirements.

Requires information collected during admission under this section to remain confidential.

Declares the act an emergency measure effective July 1, 2014, or upon passage and approval, whichever occurs first.
