Creates new expungement eligibility for arrests involving traffic misdemeanors or moving violations under chapter 303 when charges are dismissed or defendant acquitted, provided the person is not a commercial driver's license holder and has no prior convictions.

Exempts locomotive and train crew members from displaying a driver's license to law enforcement when operating trains on rails or railroad crossings.
