Repeals and reenacts section 288.500 to modify the Shared Work Unemployment Compensation Program, a voluntary program allowing employers to reduce employee hours instead of laying off workers.

Changes the required reduction in normal weekly work hours from 20-40 percent to 10-60 percent for employees participating in shared work plans.

Adds new requirements for shared work plan approval, including employer certification of layoff estimates, employee notification procedures, and compliance with federal and state labor laws.

Removes the prohibition on shared work plans for employers where at least 50 percent of employees work 32 hours or less per week.

Establishes an emergency effective date of August 1, 2014 or upon passage and approval, whichever is later, to ensure compliance with federal mandates.
