Office of Administration must post all state contracts and requests for proposals on the Missouri accountability portal unless prohibited by law, including contractor names, addresses, effective dates, expiration dates, and total costs.

When the state issues a request for proposal for a service currently provided by state employees, the Office of Administration must notify affected employees 45 days before the proposal deadline, allowing them to submit competing bids.

State agencies may only enter into private service contracts if the cost is less than current costs or any proposal submitted by state employees, with calculations including salaries, fringe benefits, rent, equipment, utilities, materials, and transitional costs.

If a private company's proposal is approved, the Office of Administration must notify affected state employees and post the contract and all proposals on the Missouri accountability portal 45 days before the contract becomes effective.
