Requires all insurers to electronically notify the Department of Revenue within three business days of any lapsed motor vehicle liability policy, including policyholder name, address, vehicle identification number, and license plate number.

Requires insurers to notify policyholders within three business days of policy lapse and gives vehicle owners 20 days after cancellation to file proof of new liability insurance coverage or face license plate surrender.

Directs the Department of Revenue to notify vehicle owners of failure to maintain financial responsibility and require surrender of license plates within 30 days; if not surrendered, notifies state highway patrol that registration is invalid.

Imposes a $50 reinstatement fee for new or renewed license plates following a lapsed insurance policy violation.

Creates penalties for insurers who fail to comply (up to $500 per day) and for unauthorized disclosure of insurance information (Class A misdemeanor).
