Adds vehicles owned and operated by the Missouri National Guard Civil Support Team to the definition of "emergency vehicle" when responding to or operating during incidents involving chemical, biological, or radioactive materials.

Extends emergency vehicle designation to Civil Support Team vehicles when supporting official state requests involving unknown substances, hazardous materials, or at the request of appropriate state agencies acting on behalf of the governor.

Grants Civil Support Team emergency vehicles the same traffic privileges as other emergency vehicles, including the ability to sound sirens, display red or blue lights, and exceed speed limits when responding to emergencies.

Requires drivers of emergency vehicles to yield the right-of-way and move to the right side of the roadway when approached by Civil Support Team vehicles operating with emergency signals.

Violation of provisions related to emergency vehicle operation or misuse of emergency lights constitutes a class A misdemeanor.
