Amends Section 578.120 to permit powersports dealers licensed under sections 301.550 to 301.560 to sell motorcycles, motortricycles, motorized bicycles, all-terrain vehicles, recreational off-highway vehicles, utility vehicles, personal watercraft, and other motorized vehicles on Sundays.

Previously, Missouri law prohibited motor vehicle dealers from operating on Sundays with limited exceptions; this bill adds powersports dealers and their specific vehicle types to the exemptions.

Modifies the definition of "all-terrain vehicle" in Section 301.010 to clarify design features including seat design and handlebars for steering control.

Updates definitions of "recreational off-highway vehicle" and "utility vehicle" in Section 301.010 to specify width dimensions of more than fifty inches but no more than sixty-seven inches and adjusted weight limits.

Allows applicants purchasing used all-terrain vehicles after August 28, 2014 that were previously classified as utility or recreational off-highway vehicles to present a notarized bill of sale as proof of ownership if no certificate of title exists.
