Repeals and reenacts sections 536.010 and 546.720 of Missouri law relating to administrative rules and capital punishment procedures.

Authorizes the Department of Corrections Director to select an execution team and establish a protocol for administering death by lethal gas or lethal injection.

Protects the identity of current and former execution team members from disclosure through legal proceedings, with violations subject to civil liability including actual and punitive damages.

Prohibits licensing boards from disciplining execution team members for participation in lawful executions and provides coverage under the state legal expense fund for execution-related duties.

Requires the Department of Corrections to promulgate rules under Chapter 536 authority to administer capital punishment procedures, with rules becoming effective only upon compliance with legislative review provisions.
