Repeals and reenacts section 208.164 of Missouri Revised Statutes relating to prior authorization for medical assistance providers

Defines key terms including "abuse," "fraud," "excessive use," "prior authorization," and "provider" for medical assistance programs

Authorizes the Department of Social Services to suspend, revoke, or refuse contracts with providers found to have committed abuse or fraud

Permits the department to impose prior authorization when there is reasonable cause to believe a provider or recipient has committed abuse, fraud, or excessive use, or when determined reasonable by rule for specified services

Allows providers to use clinical decision support tools as an alternative to prior authorization when determining if services or procedures are clinically appropriate
