Allows persons aggrieved by a final judgment in civil cases tried without a jury before an associate circuit judge to choose either a trial de novo or a direct appeal to an appellate court.

Requires a record be kept in all other contested civil cases tried before an associate circuit judge, allowing appeals on that record to the appropriate appellate court.

Permits judges to create records using stenographic, electronic, magnetic, mechanical, or video recording methods in compliance with Supreme Court rules.

Prohibits dismissal of appeals for lack of jurisdiction and requires transfer of proceedings to the court or appellate court having proper jurisdiction.

Requires original actions filed in courts lacking jurisdiction or venue to be transferred to the appropriate court.
