Requires law enforcement officers to expeditiously transport fugitives or persons with outstanding arrest warrants to the nearest jurisdiction within 30 miles that issued the warrant, rather than holding them locally, if no local charges are pending.

Mandates that if the capturing jurisdiction also has charges against the person, it must notify other jurisdictions within 30 miles in order of closest distance about the person's impending release.

Allows a jurisdiction that has notified the holding jurisdiction of intent to retrieve the person up to 4 hours to do so; after that period, the holding jurisdiction may transport the person to the nearest jurisdiction within 30 miles that wants them.

Permits charging fugitives or wanted persons upon conviction a transportation fee of $1 per mile and $25 per hour (or fraction thereof) as court costs, to be paid to the transporting jurisdiction.
