Establishes a Community Schools Fund to provide grant funding to eligible school districts for community education programs that offer educational, recreational, cultural, and health care services.

Limits eligibility to metropolitan school districts in cities not within a county, charter form county school districts with more than 950,000 inhabitants, urban school districts in home rule cities with more than 400,000 inhabitants spanning multiple counties, and charter form county school districts with 600,000-700,000 inhabitants.

Requires eligible school districts to employ a full-time community education director, establish a council for district-wide policy decisions, and submit annual reports including program evaluation and financial statements to receive state funding.

Creates a 15-member state "Council for Community Education" appointed by the governor to advise on community education programs and recommend funding to local programs.

Program automatically sunsets six years after enactment unless reauthorized by the General Assembly, with termination occurring the following September 1st.
