School districts operating high schools must develop or revise early graduation policies by July 1, 2015.

Policies must include a process for evaluating students that covers application timelines, clearly lists graduation requirements, offers partial-day and full-day attendance waivers, and provides at least two levels of appeal with the second level being a school board meeting.

Policies must require parental notice and consent where applicable, include a statement of educational or vocational intent, and notify students of potential effects on graduation exercises, class ranking, Social Security status, scholarships, insurance, and extracurricular activities.

Districts allowing early graduation while withholding the diploma must provide students with a transcript within five business days stating they have met all graduation requirements.

Districts that withhold diplomas until the senior year ends must state their rationale for the policy.
