Prohibits employers from requiring employees to join labor organizations, pay union dues or fees, or make equivalent payments to charities as a condition of employment.

Declares agreements between labor organizations and employers that violate these rights as unlawful, null, and void.

Establishes violations as Class C misdemeanors and allows injured persons to recover damages, attorney fees, and obtain injunctive relief.

Applies only in counties that adopt the provisions through county ordinance and voter approval, with provisions allowing counties to later repeal adoption by majority voter approval.

Exempts federal employers and employees, Railway Labor Act coverage, exclusive federal enclaves, and collective bargaining agreements existing before the law's effective date.
