Repeals subsection 9 of section 301.227, RSMo, which permitted scrap metal operators to purchase inoperable motor vehicles at least 10 model years old without obtaining a certificate of title, salvage certificate, or junking certificate.

Eliminates the provision allowing scrap metal operators to verify with the department of revenue online that a vehicle had no recorded security interests or liens as an alternative to obtaining titles.

Removes the requirement for the director of revenue to promulgate rules and regulations implementing the online verification system and uniform bill of sale form for older inoperable vehicles.

Restores the baseline requirement that all scrap metal operators must obtain original certificates of title, salvage certificates, or junking certificates from vehicle sellers before purchasing motor vehicles or parts, with limited exceptions for licensed salvage dealers.
