Requires parents or guardians in metropolitan school districts or urban school districts containing most or all of a home rule city with more than 400,000 inhabitants to enroll children in public, private, parochial, or parish schools by age five, beginning in the 2015-16 school year.

Exempts children whose parents intend to enroll them in home school programs that comply with Missouri's home school requirements (1,000 hours of instruction annually with 600 hours in core academic subjects).

Maintains existing home school definitions and requirements, including record-keeping standards (plan book, portfolio of work samples, and progress evaluations) and minimum instruction hours.

Prohibits state departments and agencies from dictating statewide curriculum for private, parochial, parish, or home schools, allowing schools to include or exclude curriculum based on religious doctrines.

Establishes that home school education enforcement and records are subject to review only by the local prosecuting attorney.
