Establishes the "Missouri Tuition Equity Act" requiring state-funded higher education institutions to classify individuals as Missouri residents for tuition, fees, and admission purposes if they meet specified conditions.

Requires students to have resided with parent/guardian or been emancipated while attending high school in Missouri, graduated from a Missouri high school, and attended school in Missouri for at least two years.

Prohibits state-funded higher education institutions from denying admission based solely on immigration status if students meet the tuition equity requirements.

Requires non-citizens or non-permanent residents to provide an affidavit stating they will apply for permanent U.S. residency at the earliest eligible opportunity.

Mandates that all admission-related information collected under this section remain confidential and declares the act an emergency measure effective July 1, 2014.
